OBJECTIVE:
USAID Southeast Asia Smart Power Program (SPP) is seeking a short-term project management consultant who will support the delivery of Task 1—Utility Modernization including the technical support to Thailand’s Metropolitan Electricity Authority (MEA) on demand side management (DSM) and utility modernization, and coordinating with regional frameworks and development partners such as The ASEAN Centre for Energy (ACE) and The Heads of ASEAN Power Utilities/Authorities (HAPUA)on organizing needs-based training for Southeast Asian utilities.

The consultant will be based in Bangkok and will work up to 24 hours a week from February-May 2024. The consultant will report to and support Task 1 lead in the following tasks:
• Manage the cooperation between SPP and government/utility counterparts
• Manage workstreams and deliverables to be delivered by consultants and subcontractors
• Keep track of and ensure sufficient financial and human resources for delivering workstreams and deliverables
• Design, coordinate, organize, and facilitate focus group discussions and in-depth interviews with MEA’s customers
• Design, coordinate, and deliver both in-country and regional capacity building workshops


Nature of Job : Part time 3 days / week, February – May 2024

1. • Master’s degree, preferably in a field related to the energy sector such as engineering environmental sciences, economics, finance, and accounting
2. • At least 6 years of relevant professional experience, especially coordinating with governments and utilities
3. • Experience in organizing and facilitating focus group discussion is a plus
4. • Strong project management and time management skills; highly organized and detail oriented
5. • Ability to think and problem-solve creatively
6. • Fluent in English and Thai
7. • The position is open to Thai nationalities
